Routinely spraying us and all of earth’s biota with tens of thousands of megatons of toxic materials from jet aircraft is, on its face, a psychotic proposition. Such a proposition presumes untold megadeath and destruction. And yet, unbelievably, for decades now, time and time again, this is exactly what members of the Council on Foreign Relations (CFR) as well as people presented by the CFR have been proposing. The Council on Foreign Relations has been acting like a public relations firm engaged in the selling of mass murder. Let us examine the supporting evidence, shall we? Time and time again, members of the CFR or people presented by the CFR have advocated for Solar Radiation Management (SRM) geoengineering. SRM geoengineering is officially acknowledged as the spraying of particulate matter from aircraft. Exposure to any type of particulate matter is known to be detrimental to human health and have a causal relationship to many deadly diseases. For more about this, please see my previous article and video “Chemtrails = DEATH.” Further, many times the CFR has presented advocates for SRM geoengineering who suggest the spraying of toxic substances from aircraft. Spraying toxic substances from aircraft presumes a lot more death and destruction than the spraying of non-toxic substances and yet, we find the CFR effectively promoting all of it.

Yes, we understand that the CFR’s geoengineers provide a reason for spraying us. They say that SRM geoengineering can prevent future death and destruction from the dreaded ‘climate change.’ So, in other words, they suggest killing and destroying in order to avoid death and destruction. Does that make sense to you? Such a hugely powerful organization promoting such a fundamentally flawed (and quite frankly, evil) policy deserves a closer look.

The Council on Foreign Relations serves a dual purpose. It is at once a globalist think-tank and an establishment mouthpiece. Most other high-profile think-tanks are not nearly as vocal. The CFR enjoys an extremely cozy relationship with both our U.S. State Department and the CIA. With alarming frequency, the ideas emanating from CFR study groups become official United States government policy. CFR study groups not only produce suggested policy, but also tactics for confounding and discrediting any opposition to their suggestions. Financing for these CFR study groups comes from the Rockefeller, Carnegie, and Ford Foundations. Policy and strategy worked out by the CFR reaches the President by way of the State Department.

The CFR was formed in order to influence public opinion. In 1919 American and British members of the Pilgrim Society met at the Majestic Hotel in Paris to create the Council on Foreign Relations as a think tank for the U.S. State Department. We covered the Pilgrim Societies in an article and video two weeks ago. The founders of the CFR felt compelled to create their organization because of their recent failure to establish the post-WWI League of Nations. The Council on Foreign Relations was established as a sister organization to the British Royal Institute of International Affairs on July 29, 1921. Carrol Quigley in his book Tragedy and Hope describes the purpose of the CFR:

“The CFR (Council on Foreign Relations), established six years after the Federal Reserve was created, worked to promote an internationalist agenda on behalf of the international banking elite. Where the Fed took control of money and debt, the CFR took control of the ideological foundations of such an empire – encompassing the corporate, banking, political, foreign policy, military, media, and academic elite of the nation into a generally cohesive overall world view.”

Central Intelligence Agency (CIA) director Allen Dulles (1893-1969) and his more famous brother, Secretary of State John Foster Dulles (1888-1959) were among a small group of influential and wealthy individuals who founded the CFR. John Foster Dulles, beginning with the first issue, regularly contributed articles to the Council’s most widely-read publication called Foreign Affairs. In 1926 his brother Allen joined the CFR and in 1927 he was elected as the Council’s first president. From his soundproof room at Pratt House (CFR headquarters), Allen Dulles wielded tremendous power. Top secret CIA planning meetings chaired by Dulles were held at Pratt House. In their epic masterpiece Killing the Planet Williams and Howard-Browne write, “By 2017, twenty secretaries of state, nineteen secretaries of the treasury, fifteen secretaries of defense, and hundreds of other federal department heads have been CFR members, along with twenty-one of the twenty-four CIA directors, and every chairman of the Federal Reserve since 1951.” The authors also note that, “Mike Pompeo … is the only Secretary of State within the past 85 years without any known ties to the CFR.”

Many people implicated in the New Manhattan Project have been CFR members such as: Lauchlin Currie, Gordon J.F. ‘How to Wreck the Environment’ MacDonald, Henry Loomis, Glenn Seaborg, Alfred Lee Loomis, James Killian, Harlan Cleveland, James Conant, John Deutch, George H. W. Bush and Frank Wisner. Many corporations implicated in the production of the NMP are (or have been) corporate members of the CFR such as Boeing, Raytheon, IBM, the Carlyle Group and General Electric. Five of GE’s directors and three of Boeing’s have been CFR directors as well. For more details, please refer to my book.

Beginning in 1990, the Council started organizing study and discussion groups devoted to the topic of climate change and they have since gone on to issue many publications promoting SRM geoengineering – also known as chemtrails. Over the years, these publications have consistently used fundamentally deceptive arguments and a panoply of other psychological warfare tactics in their attempts to legitimize mass murder.

Among many other examples featuring top geoengineers like Ken Caldeira, in 2008 the CFR issued a paper titled “Unilateral Geoengineering: Non-technical Briefing Notes for a Workshop at the Council on Foreign Relations.” In this document, the authors propose spraying aluminum oxide dust into the stratosphere. We are only going over the most salient examples here. Many more CFR documents written in favor of SRM geoengineering can be found in my book.

CFR members Granger Morgan and John Steinbruner (1941-2015) held a panel discussion at Pratt House in 2010 titled “Developing an International Framework for Geoengineering.” During the discussion, Morgan stressed the urgency of the geoengineering situation as he raised the specter of a ‘black program’ currently conducting SRM geoengineering which everybody finds out about later. He said, “I think it would be truly disastrous if, you know, we discovered a few years from now that there was a black program that some government had stood up to sort of learn on the quiet how to do this.” Yes, we’ve found out about it already, Mr. Morgan and we plan to make this as disastrous as possible for your public relations effort.

CFR member Jay Apt wrote a 2012 paper with top geoengineer David Keith titled “Cost Analysis of Stratospheric Albedo Modification Delivery Systems” in which the authors write about spraying 1-5 million metric tons of materials from airplanes at an altitude of 18-30 km up in the sky every year. Their top choice for the job was the Boeing ‘747-400.’ The Boeing 747 is a close relative of the Boeing KC-135 which the author has identified as the most probable make and model of the most prevalent type of dedicated chemtrail fleet aircraft. In the Spring of 2013, CFR member Granger Morgan and two co-authors published an article in Issues in Science and Technology titled “Needed: Research Guidelines for Solar Radiation Management.” In it, they advocate for geoengineering research, call for help from the federal government, and write that, “a small fleet of specially designed aircraft could deliver enough mass to the stratosphere in the form of small reflecting particles to offset all of the warming anticipated by the end of this century for a cost of less than $10 billion per year.”

Another article published by CFR members Morgan, Apt, et al. in March of 2013 was titled “The Truth About Geoengineering: Science Fiction and Science Fact.” In it, they speculate that, “Flying a fleet of high-altitude aircraft that spray particles into the upper atmosphere would cost perhaps ten billion dollars per year” The authors also warn that, “Small-scale field trials in the upper atmosphere to test components of an SRM [Solar Radiation Management] system are particularly urgent.”

On November 3 of 2015, CFR member Katharine Ricke published a paper, along with two other authors, titled “Climate Engineering Economics.” In this paper the authors write, “The most likely approach to implementation is high-flying aircraft outfitted with aerosol precursor dispensing systems (McClellan, et al., 2012)” As have many other authors, Ricke, et al. found that using aircraft to achieve SRM is the cheapest way. In conclusion the authors urge, “Finally, we need to begin to explore specific mechanisms to ensure an efficient and equitable implementation of climate engineering technologies. While some early steps have been taken in this direction, we need to understand, from an economic perspective, how to create institutions that can accommodate these novel climate risk reduction strategies.”

On June 29 of 2016, the director of the CIA, John O. Brennan made a speech at the Council on Foreign Relations. He suggested that spraying the earth with tiny particles can save us from global warming. Since Brennan’s landmark speech, the CFR has continued to post various pro-geoengineering articles and videos on their website that largely repeat the themes of previous publications.
